The Pupil Placement Board

The PPB was created by massive resistance legislation in 1956. The three-person board met in Richmond and reviewed transfer requests for all Virginia public school students. Requests from White children to transfer to another school were automatically approved. When African-American students requested a transfer, however, their request meant asking these questions:
